Yes, Syritta pipens, male
Very similar is Syritta flaviventris, which had a pinkish abdomen and less marking there. After discoverning it recently after shooting Syritta for several years, I mention this in case you run across one that looks a bit odd. Also similar is Tropida quadrata, but the femur is different, with sort of a knob in front of the spines.

S. pipiens is the most common, at least where I shoot. Check out the other two, and you'll be able to ID these with complete confidence.
