Tule Bluet, Enallagma carunculatum?
Pretty sure this is Tule Bluet based on the amount and shape of black on the abdominal segments, blue on just S8 & S9, the wide shoulder stripe and the smallish teardrop-shaped eye spots. It looks almost identical to Ed Lam's drawing for male E. carunculatum in his book.
