Unsure - Myrmosa - male - female

Unsure - Myrmosa - Male Female
Elkton, Douglas County, Oregon, USA
July 2, 2009
Sorry about the quality of the image, but to me it seemed odd enough to venture a post.

I'm not sure if these are wasps or sawflies, or if they're even the same species. At first, because the two individuals look so different from each other - the smaller reddish individual appears to have no wings - I wasn't sure what was going on. After a while, however, I got the feeling the smaller reddish individual might be trying to mate with the larger black individual. Any suggestions?

Or maybe
the black one was laying eggs in/on the red one?

Or some wasps like Bethylidae (not an ID) have a large difference in gender?

Myrmosidae (wasps)
This is definitely a mating pair, the male being winged while the female wingless.
