Moved from Aphids. I haven't found any descriptions or images of this species, but I think it must be the White-banded Dogwood Aphid, because it's a white-banded aphid on dogwood. How's that for logic?

Just came across this image, which is labeled as Anoecia cornia. That species doesn't exist according to Aphid Species File, but it is at least the same genus, and it looks similar to yours in body pattern and in having prominent stigmas on the wings.
