Too many prolegs
These would be sawfly larvae instead.

Nematus ventralis - willow sawfly
Thanks for pointing me in the right direction. I looked a little and it looks like Nematus ventralis.

ID?
The genus seems to be correct, but how can you be sure of the species? Maybe it should be moved up to genus until an expert looks at it.

Most identifications of sawfl
Most identifications of sawfly larvae are not absolutely accurate, but have a lesser or greater degree of probability. Of course, there are many species that feed on willow. Many larvae are unknown. It is possible that several species have the same appearance and look like Nematus ventralis. But we do not know this. And also nobody knows this, since many larvae are unknown. However, it is known that Nematus ventralis, which feeds on willow, looks like this larve... or this larva looks like Nematus ventralis. Based on Dave Smith's comments, this is probably Nematus ventralis. Otherwise, most larvae will have to be called "sp".
