I think it is a male Habronattus pyrrithrix.

H. tarsalis is probably right
seems closest out of the dozen or so Habs in your area.

It's an adult male though.

Habronattus tarsalis?
I'm not an expert, but possibly a penultimate male Habronattus tarsalis. The BugGuide photos of them are here. Hope that helps. :)
