Is this a philodromid?

I think so,
there is one species listed in the Golden Guide for CA that looks like your specimen. It's P. praelustris.

 
I would agree with the family.
At that size, definitely not a mature Dolomedes. Philodromidae is a pretty large family, and the Golden Guide is not exactly exhaustive:-)
