These are difficult for me. The markings never seem to be the same. Help with ID please.

Yes it is. It is the plant in my garden that attracts the most bees and wasps.

This is a "xanthic" (mostly yellow) phase of the German yellowjacket, Vespula germanica. Very nice image!
