Robert, this fly is a Lestodi
Robert, this fly is a Lestodiplosis sp.female. (Cecidomyiidae), patterned wings, banded legs, and rectangular flagellomeres (binodal in the males.)

This is clearly a dipteran, probably some kind of midge, but definitely in the Nematocera. Sorry.
