Phanagenia bombycina...
note the lack of long, erect hairs on the propodeum that is characteristic of the very similar genus Auplopus.

Pompilidae
One of the spider wasps in the Pepsinae subfamily...Auplopini tribe? Let's see what Nick Fensler says. Images are good enough we should be able to furnish a genus ID at some point.
