Had hoped for a lovely day, but it turned out to be in the 50's and damp. These Midges were everywhere.

Moved from ID Request. I've seen this same species (probably) from Oklahoma. A closeup of the male genitalia (tail) would be helpful.

 
Next year!
They seem to be abundant every Fall in that location. Do they like water? The arboretum is on a lake.

 
Midges like water
Midge larvae live in water and adults are usually found adjacent to water.
