Yes.
Female Conocephalus species, maybe C. strictus. Many katydids are known to have short-wing morphs, and lots of Tettigoniinae are that way as a rule (i.e. Mormon "cricket").

 
Brachypterous katydids
I knew short wings happened a lot in the Califera but I've never seen it in the katydids before. Then again I just started getting into orthops this past summer...
