Looks like P. nuptialis to me!
They're bigger for the genus (~20mm), and those wings are pretty distinct as well.

That's a really cool looking scorpionfly. I'm pretty sure I got a split second look at one in MO summer 08. Wish I could've gotten shots like this! Very nice.
