Female, I don't think it's arbustorum!
The females have an extendable hind part of the abdomen (kind of flexible ovipositor), used when they find a suitable place to lay there eggs! Normally it's retracted in the abdomen, so this female has recently before the picture was taken layed some eggs.

I don't think you can get it to species with this shot.
Eristalis arbustorum has a totally white face, according to the Info page. Very nice photo, BTW.

A tiny mirror
so it can primp its white face! (Well, actually, I don't have the foggiest.)
