I have seen them too
I have seen these little flies inside squash flowers, but was so busy with other things that didn't get a decent picture and don't want to submit the dark ones. Would be nice to find out what they are. I never saw such a large group though.

 
This was one of the busiest flowers there.
I may go back to see if I can get better images of a single fly.

I'm curious as to why they're congregating too.

 
Has sort of a "school of fish" feeling to it.
There were many blooms like this one.
