Shouldn't this be placed under Graphocephala? As per features mentioned in previous comment.

Graphocephala
The yellow patch on the abdomen is characteristic of this genus. If this nymph was found on rhododendron, then it would be G. fennahi; but if not, it's probably G. atropunctata.

 
Host plant
is Himalayan (Armenian) Blackberry, and it's always got plenty Blue-green Sharpshooters. Thanks, now I know what the little ones look like.

Definitely a leafhopper nymph. You might check out sharpshooters as possibility.
