"Pachypsylla tridentata", but -
Venation is a perfect match for
Pachypsylla tridentata
Patch 1912 - refer to fig 402
here
- note the black maculation extending from the apex, and the 'trident-like' tips of veins M and adjacent Cu. BUT - I don't know of the validity of this species. There's no mention of it in subsequent publications that I've seen, and it's absent at
Psyl'list
completely. Not to mention that authors have historically disagreed on
Pachypsylla
systematics, a genus which is a bit messy with at least 4 undescribed species. So, I'm not really sure what to do with this one, but it's an interesting bug to say the least.

Ah... spoke too soon.
According to
Yang & Mitter 1993
, all of the petiole gall makers are considered to be the same species, including "P. tridentata." Therefore the correct name for this one would be
P. venusta
, and indeed there is one other "tridentata" form in the guide under that species:
