Could be
a silver-spotted skipper (a butterfly).
Perhaps an expert will be able to say for sure.

Good point
I wonder if the "fur" tends to wear off throughout life. Maybe this could be an older specimen? At any rate, I'll defer to the experts on this.

Both are adults..

But that's a pretty distinctive butterfly, Methinks you're right on the money.
What do you mean it was 'eating the monarchs'?
