Size: ~1/8 in., 3 mm, w/o wings
On a radish seed pod. First sighted in this rearing posture. Later it lowered its front end. Too small for clear photos, sorry.

Aphid parasitoid, perhaps?
Would this be a kind that creates aphid mummies? It was on a radish plant in a small patch of radishes going to seed that are heavily infested with mealy cabbage aphids,
Brevicoryne brassicae.
A few mummies occur among the live aphids.

REALLY going out on a limb here...
but could it be a chalcid wasp of some variety? Maybe something like this?
I will eagerly await an expert's opinion on this one!

An "expert" is coming - Encyrtidae
This is indeed a Chalcidoid Wasp, but from the Encyrtidae family, not a Perilampus sp. like the Wasp you've linked.
