Giant Bark Aphid - Longistigma genus
maybe Longistigma caryae. The big spot on yours seems a little different than the other pics in the guide I looked at.

Thanks Andrew! The large spot does look different than the other images of L. caryae both on bugguide and elsewhere. Also since it is wingless, I guess it's a nymph.
