Cercyon limbatus (Mannerheim)
is a much better fit than C. matthewsi. The latter species is much darker than this and has more defined lateral pale markings.

 
i never suggested matthewsi, just stated that i can't exclude it
...because i had no information on it whatsoever in my handy sources, but the syntype of limbatus (Mnnh.) looks too dull and bicolored...

matthewsi (no idea what it looks like) is the only one i couldn't exclude from those listed for AB by Roughley

i took a peek into the 26-spp. Cercyon key for the Pacif. part of Russia -- it turns out, just body outline may be highly diagnostic; when you add color pattern and well-defined puncture/microsculpture features, it turns out, you only need to check genitalia very occasionally

Leiodidae
Looks like a leiodid of some kind; doesn't look like a sphaeridine hydrophilid to me, but not familiar with Canada's fauna.
