Lloyd's comment:
"I believe I can see several cross veins between the 1st and 2nd anal veins. (Can someone with access to a larger or clearer image confirm this?) If so, this is probably Perlinella ephyre. The head shape, squarish black patch on the head, slender dark wings, and (especially) the two-tone cerci are also consistent with this."
