Yes, it was found in Toronto, Ontario
The photos and spread specimens for both 3210 N. illotana & 3208.1 N. cynosbatella look almost identical to me. That's why I took a SWAG at it.

Based on the locations and shapes of the markings on its forewings, N. cynosbatella appears to be a closer fit. Perhaps Jason could provide more insight.

I agreed with their ID since
I agreed with their ID since it is consistent with specimens I have seen. As with most tortricids, dissections are ideal for confident IDs, but I can't think of any closely similar species to this one.

I am trying to distinguish
Notocelia cynosbatella
from
Notocelia illotana.
Hugh McGuinness recently added this photo of
Notocelia illotana
which looks the same to me. What am I missing?
