Sandhill Clubtail
Gomphus cavillaris. I believe in the enlarged image you can make out enough of the cerci shape to separate this from the very similar Cypress Clubtail G. minutus. Russet-tipped Clubtail has a less projecting frons (forehead) and a different thorax pattern.
