Is this from Mastophora cornigera, or just on the same tree?

 
Not sure, really.
I can't say for sure if this was produced by the spider, or if it just happens to be on the same stem that holds the egg cases. It certainly looks like it's associated with the web holding the egg cases, though. There are threads from the loose web holding the egg cases that lead directly to the area of the triangular structure, and appear to be incorporated into it. If you look at the wider photo, it shows the spatial relationship between the various parts.
