T. pruinosus is likely

Given our email conversations, your many images posted and specimens reviewed from your area, I'm inclined to agree. T. pruinosus does indeed seem to be your most abundant cicada locally and the cicada pictured here certainly adheres to the characteristics of tenerals for that species.
