There were several of these on the tips of a white pine (Pinus strobus) in my backyard last summer, the only time I've ever seen them.

I think this may be
a Pine Leaf Adelgid (Pineus pinifoliae). Can't find an image on BugGuide, but there's one at this site: http://www.vtfpr.org/protection/BrownNeedlesonWhitePine.cfm (scroll down).

You might be correct.
This large pine has two rows of spruce hedge beside it (it formed one corner of our yard. Check out my images of Eastern spruce gall adelgid here), which were taken from just a few feet away.
