Size: ~1.5 cm
I have no idea of the Salix species, however its long leaves are just discernible, hope that this will help with the host ID. They were perhaps the dominant species in a kind of swampy area [almost impenetrable] and the shrubs [?] were like very tall weeds really.

Looks similar, but...
that's a Finnish website. That species isn't listed in Gagne (1); as far as I can tell it doesn't occur in North America.

Maybe R. salicisbrassicoides, if the outer leaves of the gall are "conspicuously longer than wide," as opposed to "almost as wide as long." (1)
