Size: Gall 13mm
The twigs are typically 3.5 inches. Galls are on a bud halfway in the new growth to the tip (clearest on bottom twig), or back a year from that (clearest on 2nd one down). The new tip buds have died and the tip has been sealed off and shed.

Anyone know what the wasp is? I can't see this gall in Bugguide pages.
