Eutettix luridus
similar to E. pictus, but lacks the dark bars across the tip of the head and pronotum

I'd Say So

Eutettix
It looks to me like Andy was saying he wasn't sure whether the hopper in your image is Eutettix pediculas or E. pictus.

Eutettix
most of the 50+ species of this genus have never been properly illustrated, and there are several new ones as well; I would not label anything as E. pictus unless it has a black bar across the front of the pronotum

Eliminated
He eliminated E. pediculas. As for the "pale E. pictus, that has historically Andy's way of saying our "southern" species vary in coloration (many such become a southern subspecies). Because of Georgia's close proximity, I fully expect this specimen to be the same. BTW venation is spot on.
