Size: Small popcorn 1/4 to 1/2"
Hard waxy white shell. Stationary. Some minor protrussions. Only on certain small shrubs. Firmly fastened to branches or trunk - hard to remove - feels like it breaks off and small piece of bark comes off with it. I'm thinking it is an insect but it could be some type of fungi.
