Size: body-7mm
could this be a nymph, or just a small hopper? Odd looking, with that big head and small body.

Nympyh of Acrididae.
This is a nymph of an acridid grasshopper, possibly Arphia sulphurea, as that is one that is an adult pretty early in the spring (and thus would overwinter as a nymph, not as an egg).

Yes it is an
Arphia
, but it looks like
A. granulata
, not
A. sulphurea
. That one can mature pretty early in spring, so might overwinter as nymph as well? Here is a list of species of Grasshopper that overwinter as nymphs.
