could this be a nymph, or just a small hopper? Odd looking, with that big head and small body.

Nympyh of Acrididae.
This is a nymph of an acridid grasshopper, possibly Arphia sulphurea, as that is one that is an adult pretty early in the spring (and thus would overwinter as a nymph, not as an egg).

 
Arphia
Yes it is an Arphia, but it looks like A. granulata, not A. sulphurea. That one can mature pretty early in spring, so might overwinter as nymph as well? Here is a list of species of Grasshopper that overwinter as nymphs. http://bugguide.net/node/view/155947
