Size: 9-10mm
On a white oak, terminal end of twigs, all over tree, I assume the hole means whatever was inside emerged.

. Yes, those are emergence holes. Species of this genus typically emerge in the fall (whereas most other cynipids that I know of overwinter in their galls).
