Size: 9-10mm
On a white oak, terminal end of twigs, all over tree, I assume the hole means whatever was inside emerged.

Disholcaspis quercusglobulus
Moved from ID Request. Yes, those are emergence holes. Species of this genus typically emerge in the fall (whereas most other cynipids that I know of overwinter in their galls).
