Size: ~20mm
I assume these are the common Eurosta solidaginis, I thought I would post this as there are none of these galls posted that have been "raided" by birds, possibly a downy woodpecker. (There were not any posted from Iowa either).

Moved from ID Request. Chickadees are another possibility--I'm not sure if there's a way to tell the difference.

 
Woodpeckers vs. chickadees
As I understand, woodpeckers make a fairly neat hole while chickadees are sloppier making a larger hole and chipping away quite a lot. So, it is more likely that this was done by a woodpecker.
