I'm wondering...
If this isn't Cottony Cushion Scale or something similar. Its known to feed on Eucalyptus but this doesn't quite look like the CCS I've seen.

Looks good to me
I hadn't seen that life stage before, but it looks very much like the picture you referenced. I'm pretty sure there are no closely related species in California (there is one that's somewhat similar in Florida), so I think it's safe to call this Cottony Cushion Scale.
