I suspect these flies are a lot more common than Bug Guide posts indicate. They appear as a speck - dirt or frass, maybe? - on or near the pointy end of a needle. Being small, drably colored and stationary means they're likely to go unnoticed.

You may be able to pick out the fly from its shadow more easily than seeing the real thing. Oh, BTW, note how shadows from needles on needles look a lot like the fly at first glance.
