Oecothea - male

Oecothea - Male
Marlton, Burlington County, New Jersey, USA
May 26, 2008
Not really sure on this one. My first guess is Scathophagidae (Dung Flies), but I'm not sure why. Then again spikey wing edges make me think of Heleomyzidae (Oecothea-ish). I'm lost.
Gravid female?
