Can't see any cornicles
and the wings look wrong for Homoptera. Guessing this is Heteroptera.

 
Not all aphids have conspicuous cornicles
The wings are certainly aphidlike... Shouldn't a heteropteran have hemelytra? I think this is an aphid, albeit an oddly skinny one. Reminds me a bit of this one:

 
Or maybe...
One of the related families that are often mistaken for aphids (just a hunch). It certainly looks more like an aphid than a true bug, though.

 
You're right
I was looking at the wings from the wrong perspective. They look a bit like they are lying flat.
