...is most likely Arizona White Oak (Quercus arizonica). Thanks to Russ Kleinman and Richard Felger for ID.

this must be the same as

but I wonder if it's the same kind of oak?

 
not sure
I suspect it's a different oak species. But my guess is that they are both in the white oak group -- so it may be the same species of wasp galling the leaves.
