Phyllomydas phyllocerus
This specimen appears to be a representative of Phyllomydas phyllocerus as suggested by Boris Kondratieff (Colorado State University). He has seen several color variations of this species in south-eastern Colorado including this red variation, which was also mentioned by Joe Wilcox in his revision of the genus in 1978. Thanks Boris for this information.

Cool!
A mydas fly, family Mydidae. Nice job recognizing it is not a wasp!
