I've collected descriptions of the "bags" of all the American bagworms north of Mexico (1), and there are several different species in Florida that this might be. Collecting a mature one and identifying the adult that emerges is probably the only way to be sure.

Bagworms
From what I have heard/learned about bag worms from one of our editor/experts, I think sometimes you have to examine the larva that's inside the case...before and after pupation, I think. I'm no expert on these, though...
