This has to be a cynipid gall, but I haven't found a perfect match for it.

Oak species?
Please specify which kind of oak for all these gall images if you can. It greatly reduces the number of possibilities, especially for fairly nondescript galls like this one. If you don't know the species, John Pearson can probably figure them out if you get clear shots of buds and leaf scars.

 
White oak
I believe most if not all the galls on oak I just posted are white oak. Many of the young oaks I found these galls on also had White Oak Club Galls.

That's what I was thinking... the whitish bloom on these twigs reminds me of white oak.
