Size: tiny
On berry cane (Rubus sp.). Stream flat with maple, alder, second-growth redwood. Photo taken 12:30 PM. Looks closest to Lepyronia but the ones I found on bugguide do not show red coloration.

not Lepyronia - that genus isn't on the west coast

Well...
for what it's worth, the hindquarters of this spittlebug (Clastoptera) seem to bear a resemblance to the hindquarters of your spittlebug:



No telling what the rest of it looks like, of course. :)

Yes, the hind end does look similar and it's close by geographically but I can't find a whole bug under that genus that looks like it.

 
Aphrophora
Not Clastoptera - the bubbles it makes are too big. I'm guessing that this is a very young Aphrophora, a genus that often has a red abdomen. Please watch for adults!

Thank you for the ID. I could only find one adult last summer and I'm pretty sure it is Philaenus spumarius (Meadow Spittlebug) based on the (your) ID page on Bugguide. I'll look harder this summer. I didn't know there was more than one kind of spittlebug last summer.
