Yes - a male
Such a stout outline, namely the 1rst urotergite much broader than long, can hardly belong to another North-American species of the genus. Now you're able to identify at least some of "your" Vespid wasps; congratulations!
The sum of pics available on BG is getting quite large and proves very useful even for beginners. But on the other hand, it was good photographers like you who contributed to feed this unique "virtual collection".
