From the photos this looks more like a Cuckoo Wasp than a Sweat Bee , but I have no experience with either.

This belongs to the tribe Chrysidini for sure but I am not very confident with the genus. Probably it is Chrysis but unfortunately the end of abdomen is out of focus and therefore I can't confirm that.

No expert here,
but, for what it's worth, I vote for Cuckoo Wasp. According the Guide, Sweat Bees do have have a sculptured cuticle.
