I think this is a wasp. It had a beautiful blue shine on the wings that was hard to capture in the photo. Anyone have suggestions as to how to capture these iridescent colors.

Very similar E. schwarzi has distinctly white spotted tibiae.

Mason wasp.
Something in the genus
Euodynerus
, of which only 2-3 species are marked with ivory instead of yellow. Angle of light is key to capturing the iridescent reflections on the wings:-)
