My guess...
I think these are mature females, which have laid eggs under their coverings and died, and are now beginning to get moldy (maybe sooty mold?). You may be able to see some egg masses (red or yellow--I don't remember which offhand) if you lift up some of the scales.

I think I'll do just that-as soon as the current monsoon ends.
