I'm fairly confident,
so I'm going ahead and putting it under Progne.

I bet it is comma
I think, it is P. comma for the shape of the wings and pattern.
Otherwise, progne is extremely rare in Washington County (only really present in Garret County), and almost can be discarded from the Antietam area which is in the Piedmont.

My gut reaction
is that it is a male Polygonia progne. The markings match up best with that species. However, if you have a photo showing the underside, we can be absolutely certain.

 
I wish I had another picture
I wish I had another picture but this is the only one I have. The two Polygonia spp seem so similar; seems like the only way to differentiate is the underside. Thanks for your input

Thanks for the ID Kaylee. As with the other ID, I have no idea on a date for this one either. A coworker sent me several pictures she had taken over the years and wanted to know an ID, so I don't even know if it was from this past summer or years before.
