I bet it is comma
I think, it is P. comma for the shape of the wings and pattern.
Otherwise, progne is extremely rare in Washington County (only really present in Garret County), and almost can be discarded from the Antietam area which is in the Piedmont.

My gut reaction
is that it is a male
Polygonia progne
. The markings match up best with that species. However, if you have a photo showing the underside, we can be absolutely certain.

I wish I had another picture
I wish I had another picture but this is the only one I have. The two Polygonia spp seem so similar; seems like the only way to differentiate is the underside. Thanks for your input
