is my guess, looking at the size of the metatibia.

Not a bug...
This is a beetle--either a Predaceous Diving Beetle in the Family Dytiscidae, or a Water Scavenger Beetle in the Family Hydrophilidae. I lean toward the former, but an expert will be able to tell you for sure.
